Council Soiree Gatecrashed By Park Protestors

The rain had stopped, and inside a secret location vegan dishes were being handed out to the sound of a protest briefing. It was a special night; one that had been chosen to coincide with probably the most ironic award celebration in recent history.

Southend Coucil was being awarded by British Archeology for finding the East Saxon king's burial site. It was of no consequence that this very site was to be shortly concreted and Tarmac-ed over, never to be seen again.

But 80 protestors of hugely varying ages and experience were on the march, ready to spoil the Council's "Cheese and Wine Backslappathon". And they did : the pioneers gatecrashing the party and almost setting up a second Camp Bling in front of the Mayor of Southend, whilst Parklife's alternative Mayor (the brilliant John Smith) stated that Southend had seen the error of their ways and were cancelling the road.

More teams of protesters, banners waving and in full voice, surrounded the Priory in the centre of Priory Park, and made their feelings clear. And the press had something to take photos of - far more interesting than cheese and biscuits.

One Year On!

Camp Bling was instigated one year ago by local people and members of the Parklife resident’s campaign group, to stop the controversial widening of the A127/A1159 Priory Crescent , felling of 111 trees, concreting of 3000m2 of public open space, and destruction of the world famous East Saxon king’s burial discovered in 2003.

Since then the campaign has continued in earnest, with regular public meetings, lobbying, petitioning, direct action, and a number of well attended events at the ever growing site, which continues to thrive on a 200m strip of land situated between the existing road and Liverpool Street railway line, in the very heart of town.

The camp held an open house on Saturday 23rd September to thank the public for their amazing support over the past 12 months.

A spokesperson said, "The plan is to keep the event low key, as our purpose is simply to stop the road and protect the land for the people of the town. To this end we welcome everyone to join us to celebrate what in effect has become a wonderful community project, and an opportunity for local people to stand up collectively for what they believe in."

The latest estimated cost for construction is now £25m - not including site eviction or security - which the Department for Transport has yet to make an announcement on providing; to widen 870 metres of carriageway which it has been claimed could well become the most expensive stretch of road ever to be built. Costs have continued to spiral since an original figure of £3.5m was agreed with central Government in December 2000.

In an effort to thwart the project, it is rumoured that one of the deepest protest tunnel systems ever known has now been dug, to enable the site to be defended from any eviction, whether legal or illegal, by the local authority, should the road be approved.

To date it is estimated that over 25,000 signatures and letters have been collected in opposition. Just 16 (sixteen) local people were found in favour of the scheme during public consultation, and a recent newspaper poll shows the majority still against the road.

High Court Update 27/07/06

After intial confusion was caused by the Somersets inability to prove ownership of the land they were asking possesion of the High Court in London granted possession of land being used by the protectors of Titnore wood to the Somerset family. However the Court has given leave for the protectors to appeal and ordered that no action should be taken to remove them for 14 days.

In other court related news:

Worthing Borough Council has today been threatened with a Judicial Review - possibly in the High Court - that would be based on the decision of the Development Control Committee to recommend the approval of alterations to Titnore Lane, as part of its decision to grant outline planning permission for the development at West Durrington. The council have been told  that the evidence submitted to their Development Control Committee, and presented at its meeting on March 28th, was defective in five main areas.

Barristers acting for the claimant, The Worthing Society, have stated that if legal proceedings are required, a quashing order will be sought from the Court quashing the grant of planning permission WB/04/00040/OUT together with an order for costs.

As ever people are asked to get down to the site if they can, things are really hotting up now and it looks like this could get really interesting.

Decision Time...Nearly

Dear Parklifers,

A quick campaign update for you:

As you might be aware from today's press coverage, a Government announcement was made yesterday concerning provision of funding for a number of transport schemes across the country.

We expected a decision to be made and the outcome announced for Priory Crescent and the proposed F5 road widening, but this is still not the case. The outcome is still undecided, pending review of the cost increase from an initially agreed £3.5m in December 2000, to a budgeted figure of £25m to be released from 2011 onwards, IF the go ahead is given (as we understand it).

This figure of course does not include the money needed to evict Camp Bling, and again as we understand the process, the sum for eviction and the then ongoing site security would have to be provided by the local authority. The last comparable eviction was at Dalkeith Country Park near Edinburgh in January, this cost £1.5m in total to remove 30 people over a 10 day period.

So we have everything still to play for, yesterday's news - and a lack of a decision on F5 - is still positive, and certainly not a step backwards at this stage.

In an effort to keep the campaign moving, continue building public support, and prepare Bling for any coming eviction whether legal or illegal - we wont become complacent at this stage - a number of activities have been initiated, or are planned for the coming weeks.

The first of these is the Camp Bling 'Beat the Bulldozer' pledge, aimed at signing up people for call up pending the eviction situation. This is available at the camp, on our street stalls, and hopefully online sometime soon.

Other events include:

Camp Bling 'Energy Rising' ceremony - From Sunset tonight (Friday 7th July) at Camp Bling. Join us for a ceremony to send us out on a positive note for the next phase of the campaign.

Parkstall - from 11.00am Saturday 8th July, under the bridge, Southend high street. Help us to collect letters of support for the campaign, and against the road.

Picnic in the Park - from 6.00pm Friday 14th July, Priory Park, in the area behind the main gates. Join us to celebrate the formal opening of Priory Park in 1920 - don't forget to bring a picnic!

Camp Bling 'Energy Grounding' ceremony - From 2pm Saturday 15th July at Camp Bling. Join us for the afternoon to call on the spirits of the site to protect it. Make prayer feathers, ribbons to add to our wish tree, plus other craft ideas to be decided. Bring something special to you (flowers/crafts/other) if you can, to place on the boundary of the site.

Parkmeeting - 7.30pm Wednesday 19th July, at The Golden Lion (back meeting room), Victoria Avenue, Prittlewell. Join us for a campaign update.

'The Bling Tea Party' - from 2.00pm till late Sunday 6th August at Camp Bling. Visit the site to meet the crew, have tea, and take a tour.

Bling Update

North Yorthshire Council Throw Out Quarry Plans Over Neolithic Remains

Campaigners have won a battle against plans to increase quarrying near an ancient monument in North Yorkshire.

They argued the area is of national archaeological importance. Councillors agreed and rejected the plans.

Tarmac said it would appeal against a decision to refuse its plans to quarry tonnes of sand and gravel at Ladybridge Farm, near Thornborough Henges.

The land could cope with the quarrying said Tarmac, adding it hoped factual evidence would prevail at its appeal.

North Yorkshire County councillors voted 6 to 3 to reject the application at a planning meeting on Tuesday.

 

So if North Yorkshire CC value neolithic henges and settlements above economic development, why do Southend BC value Anglo Saxon findings so little?

A case of being blinded by money?!

Tunnel system announced at ‘Camp Bling’ road protest site.

The campaign against the controversial F5 dual carriageway scheme, proposed for the A127/A1159 Priory Crescent, took a dramatic new turn today with an extensive underground tunnel system being announced at the ‘Camp Bling’ protest site in Southend on Sea, Essex, in advance of a decision to be made on the road this Friday.

Campaigners have been working for nearly five years to get the hotly opposed project dropped, through the planning, public inquiry, and now funding processes. Direct actions have taken place as recently as this Monday, when members of the Parklife campaign group and residents from the camp occupied the Government Office for the East of England, GO-East in Cambridge.
A spokesperson said, ‘A method has now been devised, considering the sensitive nature of the site, whereby the archaeology remains untouched, but an extensive underground system can still be accessed by protestors. This will enable the site to be defended from any eviction, whether legal or illegal, by the local authority, should the road be approved.’
The Regional Partners hip Group is holding a closed meeting at 2.00pm on Friday 27th January, at Ipswich County Hall, Suffolk, to approve a priority list of road schemes for the region to be built over the next 10 years. A subsequent final funding decision from the Department for Transport is expected in the spring, based on the recommendations of the Group.
Further direct action has been promised by local residents, should the go-ahead be given. They have stated that the outcome is very much in the hands of the decision makers, who can avoid further protest by dropping the road from the priority list on Friday, and recommending that central Government cancel all funding.

Government office occupied by collective against the F5 'white elephant.'

 
Members of campaign group Parklife, residents from the Camp Bling1 protest site, and supporters from the wider anti-roads movement, are taking direct action this morning against the controversial F5 dual carriageway scheme, planned for the A127/A1159 Priory Crescent, in Southend on Sea, Essex.
 
An occupation is currently underway at the Cambridge based regional Government Office for the East of England GO-East2 (GO), in advance of recommendations to be made on funding for the controversial stretch of dual carriageway, by the Regional Partnership Group3 which comprises both GO and the East of England Regional Assembly (EERA).
 
Speaking from inside the building, Parklife campaigner and 'Bling' resident Shaun Qureshi said, 'The Department for Transport (DfT) could be sponsoring destruction to the tune of £27.5m, if the latest information from the Minister for Transport proves to be correct.
 
Unfortunately no one will answer our questions, and both GO-East and EERA will be making decisions behind closed doors later this week, regarding recommending the scheme to Ministers for funding.'
 
Protestors intend to stay inside the Government office, disrupting business and drawing attention to what they termed as, 'one of the most ridiculous road schemes ever devised,' during a previous demonstration at the DfT in August 2005.
 
Qureshi added, 'The people of Southend are now readying themselves to stop the F5 white elephant. This can be done either by cancelling funds on the part of the Government, or by direct action at Camp Bling. The outcome is very much in the hands of the decision makers, who need to start listening, then thinking very long and very hard about our views before their meeting this Friday, to avoid the latter outcome.'
 
The Regional Partnership Group is holding a closed meeting at 10.00am on Friday 27th January, at Ipswich County Hall, Suffolk, to review a priority list of road schemes for the region to be built over the next 10 years. A subsequent final decision from the DfT is expected in the spring, based on the recommendations of the Group.
 
Demonstrators intend to disrupt the meeting, with a view to influencing the decision making process and Government funding.
